Collective bargaining is the process in which working people, through their unions, negotiate contracts with their employers to determine their terms of employment, including pay, benefits, hours, leave, job health and safety policies, ways to balance work and family, and more. The National Labor Relations Board (NLRB) is an independent government agency that is charged with enforcing labor laws. The NLRB conducts elections for union representation and investigates charges of unfair employer labor practices. Unfair labor practices include interference with the formation of labor unions, encouraging or discouraging membership in a union, and refusal to bargain collectively with an employee representative.

However, only about 7% of our private sector workers, or about 8 million workers, currently have collective bargaining rights. About 32 million civilian workers are excluded from coverage under the National Labor Relations Act including public-sector employees (employees of state, federal and local governments and their sub-divisions), agricultural and domestic workers, independent contractors and supervisors, among others. Public sectors employees have long-coveted collective bargaining rights.

  • I oppose reforming current collective bargaining policy and wish to donate resources to the campaign committee of Speaker Kevin McCarthy (CA).
  • I support providing minimum collective bargaining rights and procedures for public employees and prohibiting strikes by certain public safety workers by: 1.) Requiring the Federal Labor Relations Authority (FLRA) to determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. 2.) Requiring the FLRA to issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. 3.) Mandating that no employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition. And wish to donate resources to the campaign committee of Rep. Matt Cartwright (PA) and/or to an advocate group currently working with this issue.
